* Conducted by Liberal Party federal director Brian Loughnane and Victorian senator Jane Hume following the federal election loss after nine years in government.
* It found the election result, where the Liberal Party lost 18 seats, posed an ongoing "significant and unique" challenge to the party.
* The former government's focus on pandemic management, delays to pre-selections and performance among female voters were listed as significant impacts on the Liberal Party.
* Submissions to the review said the party was failing to adequately represent the values and priorities of women in modern Australia.
* The report also found while the Australian Labor Party had a "real hunger" to win, the Liberal team only showed real discipline just prior to both the 2019 and 2022 election campaigns.
* It said many of the problems identified had been constants for "a decade or more" in the Liberal Party.
RECOMMENDATIONS
* Improve the unity and discipline of the parliamentary team.
* Increase volunteer bases and party membership.
* More work to reflect modern Australia in pre-selecting Liberal candidates.
* Ensure greater gender and ethnic diversity in candidates.
* Stronger vetting procedures for candidates due to the "high level of scrutiny" during election campaigns.
* A 50 per cent female target within 10 years or three terms and measures to increase female representation in parliament as quickly as possible.
* Establish a network of current and former female parliamentarians, staff and members to promote greater female representation in parliament.
* Rebuild the party's relationship with culturally and linguistically diverse groups, in particular the Chinese community.
* Teal independents who successfully won traditionally Liberal-held seats must be "vigorously contested".
* Start searching for possible candidates with strong community ties in independent seats well before the next election.
* Conduct a "deep-dive values study" on the attitudes and values of the Australian community.
