The annual general meeting of the festival was held last week with a very small turnout.
Ms Targett has taken on the role of chair of the 2020 Festival with her husband Stephen as treasurer.
Keith and Kate Ward also attended, with Mrs Ward taking the position of secretary.
"There's no other helping hands involved at the moment," Ms Targett said.
With such a small committee Ms Target said, "we have to think long and hard how we are going to plan and even if it can go ahead" for the event which attracts upwards of 4000 visitors to the town".

In 2018, 8000 visitors attended the festival.
"We're getting a list together of the roles we need help with, like the market stalls, social promotions, things we've been discussing.
"Perhaps we'll need to take (the festival) down a notch in terms of how big we go for the kite festival.
"I know its been a very progressing, growing event and I'd love to see it keep growing, I know a lot of professional kite flyers have said so and our town is proud of the kite festival.
"I'm a new resident, I love it, and I'd love to keep it growing but we'll need help and input."
Ms Targett is hopeful that more support is forthcoming once people know the type of help that is needed.
"If people know what we need and have more specifics they might say 'I can do that'," she said.
"It's a big event and we're figuring out ourselves what needs doing."

Another planning meeting for the Festival will be held on Tuesday, April 7 from 7pm with a 7.30pm start at the Harden-Murrumburrah Arts Council (old Court House, Albury St).
The committee hopes to stage the 2020 Harden Kite Festival on Saturday, October 10, the final weekend of the October school holidays.
