The sister of an Australian woman who died in Mexico after a simple cosmetic procedure says she will not leave the Latin American country until surgeons who performed the operation "take full responsibility" for their alleged medical malpractice.

In a statement issued from Mexico City, Andrea Sarmonikas said legal procedures had begun against the surgeon who performed liposuction and buttock "lipoinjerto" on 29-year-old Eva Nicole Sarmonikas on March 20, citing the results of a second, privately-funded autopsy on her sister's body.

"Contrary to what was ruled by the doctor of the Attorney General of the State of Baja California, the second autopsy determined that my sister was perforated on more than four occasions in the right lung, causing a hemorrhage that led to the death. Evita did not die from a pulmonary embolism nonthrombotic as we were first advised," said Ms Sarmonikas.

Eva, from the Gold Coast, died in the Baja California city of Mexicali after suffering a heart attack following surgery. She had apparently travelled to the city while on holiday with her boyfriend.

Slamming the "personal interests and lack of education" of Mexico's cosmetic surgery industry, Ms Sarmonikas alleged that the lead surgeon, an accredited specialist in plastic and reconstructive surgery, did not have the expertise to perform cosmetic procedures.

Ms Sarmonikas called on Mexican authorities and human rights organisations to heed her call for justice and thanked both Mexican and Australian authorities for their support since Eva's death.

She added that she hopes her campaigning may prevent a recurrence of the situation in which she and her mother find themselves.

"There is nothing we can do to make Evita's life returned to us," Andrea said in Spanish. "I will never be able to fill the huge gap that is left in the heart of my mother, in the heart of our community and also in mine. But we can, and we will, work our hardest to ensure Evita's death is not in vain."

Mexico has a well-established medical tourism industry.

A Go Fund Me page set up to raise money to help bring Eva's body home has raised over $31,000 since being created just four days after Eva's death. According to the Bring Evita Home page, the funds would be used for travel expenses, accommodation "and any professional and legal advice that we may need in order to bring Evita home."

Eva's funeral was held in Queensland at the end of April.
