Nothing says "infrastructure" like a fluoro vest and a hard hat, and NSW Premier Mike Baird closed his election campaign on Friday kitted up as as Mr Build-It.

Mr Baird has staked his political survival on lavish promises of roads, rail and other upscale projects. Just hours before polling booths opened, he visited the North West Rail Link construction site to remind voters that his government is delivering on that pledge – and, if given the chance to lease the electricity networks, will build a whole lot more.

"Action speaks louder than words. We are making stunning progress in building a project that will change Sydney forever," he said.

"You can see what we can do in four years. If we are given the privilege of continuing for another four years, you will see more ... schools, roads, rail, hospitals."

He said the project symbolised the difference between his government and the opposition.

"The [rail line] is one of Labor's most notorious broken promises. In four short years we now have four huge tunnelling machines churning away under Sydney."

Mr Baird got an early start to the day, heading to the Sydney Fish Markets before sunrise to tour the auction floor and talk to fishmongers.

Well-wishers gravitated to the Premier to offer their backing. He appeared relaxed despite a throng of hyped-up media documenting his every move, which included sampling a fresh prawn for breakfast.

Opposition Leader Luke Foley began the day at a Blaxland kindergarten, where he shook small hands and played with blocks. "Forget about the blue ones," he joked.

He toured three western Sydney seats – Prospect, Granville and Londonderry. All are held by Liberals by less than 5 per cent, and all were once Labor heartland before the almighty swing against the party in 2011 turned them blue.

Mr Foley's final press conference at Fairfield was unusually subdued for a man who in recent days has been bouncing on his heels, as his attacks on foreign ownership of the state's electricity network dogged the Premier's press conferences.

He appeared in front of Fairfield Hospital, where Labor has promised $50 million to upgrade the emergency department.

It was a cautious run home. And it did not involve a trip to a power station, like his last three days in regional NSW. Perhaps the anti-privatisation fervour in the bush is not being matched in the city.

Mr Foley has been an indefatigable and upbeat campaigner and mounter of arguments, and said he was "looking forward to surprising a lot of people tomorrow".

Perhaps more convincingly, he had been "relishing" the battle.
