Police allege the man, who had been drinking, assaulted the victim with a beer bottle at around 12.45am on Saturday.
They said the confrontation continued into the garage where the accused threw a chainsaw onto the windscreen of a car.
He then came back outside, holding a knife and making threats.
He went on to stab a vehicle with the knife, causing minor damage.
Police and ambulance were called soon after, where they chatted with the victim.
The accused had left the scene, however police made contact with him via phone.
They allege the man made an excessive amount of phone calls to police in which he threatened and abused them.
He went to his sister's house, who then contacted police.
When police arrived at around 5am, they attempted to subdue the man on the ground, handcuffing him.
Police said he resisted, thrashing around so police couldn't handcuff him.
While police eventually restrained the man, they had to remove the handcuffs so he could be assessed by paramedics.
He then lashed out at police, kicking their legs a number of times.
Soon after, police were able to convey the man to the station, however once there he continued to verbally abuse police.
Police said the man urinated in his bay.
The man has been charged with malicious damage, intimidation, breaching an AVO, use technology to harass, resist arrest, assault police and intimidate police.
He was granted bail and will appear at Young Local Court on a later date.
